WITCHGRASS: a pipe dream
The first and only officially recorded vote for full cannabis legalization happened in March, 1992 when the town of Starks, Maine passed an ordinance allowing adult citizens to grow and possess two pounds. Thirteen towns voted on this ordinance. When Starks passed the measure, it was a national story.
